A summer resident suggested I read this book.  She also strongly urged all of our local officials study it!  Who suggested this reading? Carol Dwyer did, she also co-authored the book.

So whatcha got is a theory book put out by a bunch of folks in a university setting talking to people who view themselves as an essential part of "good" government. They then list all the layers upon layers they deem necessary for a community to fuction effectively. Some are no doubt essential, some are no doubt baloney. That's the problem. In this area in particular, no layer of government is ever deemed to be irrelevant or outdated. Once they get established, they live forever. Now you have university types with nothing to do writing books about perpetuating what isn't necessary. And we the people get to live in an unresponsive mess that does nothing but grow, and cost more in taxes. And down the road go our kids. But by all means buy the book. Puke.
